From Gunter Pauli and the Sustainable Growth Vision to Dakhla’s New Aquaculture Plan_ In November 2021, Belgian economist Gunter Pauli, founder of the Blue Economy concept, presented his book The Moroccan Model at the National School of Commerce and Management in Dakhla. His lecture emphasized the importance of aligning natural systems with regenerative economic growth.
Almost four years later, his vision resonates strongly with the strategy now unfolding in Dakhla–Oued Eddahab, where Morocco has chosen to pilot a new generation of aquaculture development plans under the leadership of the National Agency for the Development of Aquaculture (ANDA).

Dakhla–Oued Eddahab: a pilot for the future
Ten years after the first aquaculture strategies were rolled out, ANDA has launched a major update of its Regional Aquaculture Development and Management Plans (PAA), already covering 70% of Morocco’s coastline. Dakhla–Oued Eddahab was selected as the pilot region due to its strong maritime and industrial dynamics.
With a budget of 4.7 million dirhams, the new plan includes a strategic environmental assessment, a project for aquaculture facilities (PSA), and an environmental impact study. This coincides with the adoption of Decree No. 2.23.1032, a modernized legal framework that streamlines approvals and strengthens sustainability standards.
Key figures of Morocco’s aquaculture drive
Nearly 24,000 hectares of maritime areas in Dakhla have been earmarked for aquaculture investment across three priority sectors: fish farming, shellfish farming, and seaweed cultivation. By 2024, Morocco had mobilized 1.5 billion dirhams in aquaculture investments, generating 7,000 tonnes of production and a turnover of 310 million dirhams. Over 200 aquaculture farms are already operational, with hatcheries under development to reinforce the upstream segment.

The Kingdom now aims for 450 aquaculture projects, including 123 social projects for young entrepreneurs and artisanal fishing cooperatives. These initiatives are expected to deliver an annual production of 390,000 tonnes and create 6,300 direct jobs, consolidating Morocco’s position as a leader in sustainable aquaculture in Africa.

Today, the region embodies that vision: pairing economic growth with ecological stewardship, and innovation with inclusivity.
